Laty was born in Laos and immigrated to the U.S. in 1979. Laty is a first-generation college graduate and possesses a Bachelors in Linguistics with a Minor in French and a Masters in Administrative Leadership with a focus in Adult and Continuing Education. She is a mother to three wonderful children and a full-time HR professional. She has served as a former president of the Northern California Chapter of NPIEN and enjoys volunteering in professional, academic, and civic organizations. She currently holds the Treasury position for the Northern California Chapter of NPIEN.
